లా కమిషన్‌ ఛైర్మన్‌గా జస్టిస్‌ దినేశ్‌ మహేశ్వరి  

• న్యాయ కమిషన్‌ ఛైర్మన్‌గా సుప్రీంకోర్టు విశ్రాంత న్యాయమూర్తి జడ్జి జస్టిస్‌ దినేశ్‌ మహేశ్వరి నియమితులయ్యారు. కొత్త కమిషన్‌ నియామకానికి ప్రధాని నరేంద్ర మోదీ ఆమోదం తెలిపినట్లు కేంద్ర న్యాయ మంత్రిత్వశాఖ 2025 ఏప్రిల్‌ 15న వెల్లడిరచింది. 
• 2024 సెప్టెంబరు 3న 23వ లా కమిషన్‌ మూడేళ్ల కాలపరిమితితో ఏర్పడగా.. తాజాగా ఈ కమిషన్‌ ఛైర్మన్‌గా జస్టిస్‌ దినేశ్‌ మహేశ్వరి, కమిషన్‌ పూర్తిస్థాయి సభ్యులుగా హితేశ్‌ జైన్‌ (న్యాయవాది), ప్రొఫెసర్‌ డి.పి.వర్మ (లా ప్రొఫెసర్‌- బీహెచ్‌యూ) మంగళవారం బాధ్యతలు స్వీకరించారు. ఈ కమిషన్‌ పదవీ కాలం 2027 ఆగస్టు 31వరకు కొనసాగనుంది.  గత లా కమిషన్‌లో కూడా వర్మ సభ్యుడిగా ఉన్నారు. 
• నిబంధనల మేరకు దేశవ్యాప్తంగా ఉమ్మడి పౌరస్మృతిని అమలుపరచవచ్చో లేదో కూడా లా కమిషన్‌ పరిశీలించనుంది. లా కమిషన్‌ ఛైర్మన్‌గా నియమితులైన జస్టిస్‌ మహేశ్వరి 2023 మే నెలలో సుప్రీంకోర్టు న్యాయమూర్తిగా పదవీ విరమణ చేశారు. 2004 సెప్టెంబరు నెలలో రాజస్థాన్‌ హైకోర్టు న్యాయమూర్తిగా నియమితులైన ఆయన జులై 2014లో అలహాబాద్‌ హైకోర్టుకు బదిలీ అయ్యారు. అనంతరం ఫిబ్రవరి 2016లో మేఘాలయ హైకోర్టు ప్రధాన న్యాయమూర్తి అయ్యారు. అక్కడ నుంచి 2018 ఫిబ్రవరి నెలలో కర్ణాటక హైకోర్టుకు బదిలీ అయ్యారు. జనవరి 2019లో సుప్రీంకోర్టు న్యాయమూర్తిగా బాధ్యతలు చేపట్టారు.

Justice Dinesh Maheshwari appointed as Chairman of Law Commission

• Retired Supreme Court judge Justice Dinesh Maheshwari has been appointed as the Chairman of the Law Commission. The Union Law Ministry announced on April 15, 2025 that Prime Minister Narendra Modi has approved the appointment of the new commission.
• The 23rd Law Commission was formed on September 3, 2024 for a term of three years. Justice Dinesh Maheshwari took charge as the Chairman of the latest commission, while Hitesh Jain (Advocate) and Professor D.P. Verma (Law Professor-BHU) took charge as full members of the commission on Tuesday. The term of this commission will continue till August 31, 2027. Verma was also a member of the previous Law Commission.
• The Law Commission will also examine whether the Uniform Civil Code can be implemented across the country as per the provisions. Justice Maheshwari, who was appointed as the Chairman of the Law Commission, retired as a Supreme Court judge in May 2023. He was appointed as a judge of the Rajasthan High Court in September 2004 and transferred to the Allahabad High Court in July 2014. Later, he became the Chief Justice of the Meghalaya High Court in February 2016. From there, he was transferred to the Karnataka High Court in February 2018. He took charge as a Supreme Court judge in January 2019.

Maharashtra’s First Woman Election Commissioner passed away

On July 16, 2020 the former IAS officer and the first woman election commissioner of Maharashtra Smt Neela Satyanarayan passed away. The 1972 batch officer was admitted at the Seven Hills Hospital, Mumbai after she was diagnosed with COVID-19.

• Neela Satyanarayan retired in 2014. 
• She has penned more than 150 songs. 
• Also, she has composed music for several Marathi movies. 
• The officer just like every other election commissioners faced several challenges in her career.
• The GoI has constituted several committees and brought about law reforms to keep up the autonomy of these executives.

Recommendations: Changes in Election Commissions

• The second administrative Reforms Commission (ARC) recommends that the state election commissioner should be recommended by the Governor based on the recommendation made by a collegium. 
• The Collegium should comprise of Chief Minister, Leader of Opposition of Legislative Assembly and the speaker of state legislative assembly.
• The 255^th report on Electoral Reforms prepared by the Law Commission recommends that a new sub clause should be included in the constitution to provide an independent and permanent secretariat to the Election Commission of India and also to the State Election Commission. 
• This will help to ensure autonomy of the commission and also help in conducting free and fair local body election.

State Election Commission

• Under Article 243, the State Election Commission is vested with the powers to control, direct and prepare electoral rolls of all Panchayats and Municipalities. 
• The State Election Commissioner, who heads the commission is appointed by the Governor of the state.
• The article also states that the tenure and appointment of the state election commissioner is directed according to the law made by the state legislature.

Nepal’s Prime Minister accused India of Cultural Encroachment by Stating ‘India Created Fake Ayodhya and Lord Rama was Nepali’

On the occasion of Bhanu Jayanti, Nepal’s Prime Minister Khadga Prasad Sharma Oli attended an event organized at his residence in Kathmandu in which he has now accused India of Cultural Encroachment.

• According to Nepal’s Prime Minister’s Knowledge, India has manipulated the history, Lord Rama was Nepali, Not Indian, and the Ayodhya City in which Lord Rama was born is a part of Nepal’s Parsa district’s Birgunj city.
• He has further added that the holy place where King Dashrath had executed the rites to get the son and the Balmiki Asharam is also in Nepal.
• The Nepali Prime Minister defended his words by stating that how it is possible for Lord Rama (from the Ayodhya in India) to travel to Janakpuri (in Nepal) to marry Sita at that time without any means of transportation. 
• He explained further by saying that without any telephone or mobile phone how could Lord Rama (from Ayodhya in India) have come to know about Janakpuri.
• By changing the Indian Epic ‘Ramayana’ in which Lord Rama is born in Ayodhya City in India’s State Uttar Pradesh, the intentions of the Nepali Prime Minister are quite clear as he further continues to deteriorate relation’s with India under China’s influence.

Injeti Srinivas appointed as the 1st Chairman of IFSCA

Retired  1983 batch Indian Administrative Service (IAS) officer from the Odisha Cadre- Injeti Srinivas has been appointed as the 1^st Chairman of the International Financial Services Centre Authority (IFSCA) on 6^th July 2020.

• Injeti Srinivas has retired as the Secretary of the Ministry of Corporate Affairs on 31^st May 2020. 
• He has been appointed for a period of three years as the Chairman of International Financial Services Centre Authority.

International Financial Services Centre Authority (IFSCA)

• During the winter session of the Parliament in 2019, on 12^th December the bill to set up a unified authority that will be regulating the financial activities across all the International Financial Services Centres (IFSCs) in the country was passed by the parliament.
• On 27^th April 2020, through a notification by the Union Ministry of Finance, the International Financial Services Centre Authority (IFSCA) was established. 
• The notification also stated that the headquarter of the IFSCA will be in Gujarat’s capital city Gandhinagar (GIFT City: Gujarat International Finance Tec-City is the first IFSC of India which is also located at Gandhinagar).
• IFSCA will consist of a Chairman, and one member will be nominated by each of the regulators under the IFSCA Act 2019 (SEBI, RBI, IRDAI etc are the regulators). 
• Apart from this, there will also be two members of the Central Government in IFSCA.

K.K.Venugopal reappointed as Attorney General for India

On 29^th June 2020, the President of India has reappointed Senior Advocate K.K. Venugopal as the Attorney General for India. The current tenure of K.K. Venugopal was up to 30^th June 2020, his tenure was extended for a period of one year effective from 1^st July 2020 to 30^th June 2021.

On 30^th June 2017, K.K. Venugopal succeeded Mukul Rohatgi to become the 15^th Attorney General of India.

• K.K. Venugopal has been conferred with the second highest( Padma Vibhushan) and the third-highest (Padma Bhushan) civilian honour by the Indian Government. 
• In 2002, he was conferred with Padma Bhushan while in 2015 he was awarded the Padma Vibhushan.
• When Bhutan’s Constitution was drafted, he served as the Constitutional Adviser for the Royal Government of Bhutan.

Attorney General for India

• On advice with the Union Cabinet, the President of India appoints the Attorney General of India under Article 76 (1) of the Indian Constitution. 
• The term of the Attorney General is decided by the President of India. 
• The Attorney General is the Chief Legal Advisor for the Government of India.
• M.C Setalvad served as the first Attorney General for India from 1950 to 1963.

Veteran Poet Gulzar Dehlvi passed away after recovering from COVID-19

The Veteran Urdu poet Anand Mohan Zutshi ‘Gulzar’ Dehlvi passed away after recovering from COVID-19 in less than a week. He was 93.

• Mr Gulzar tested positive for COVID-19 early June, 2020. 
• He returned home after recovering from the infection. 
• However, due to his age, the infection left him weak and he died of cardiac arrest.

• Gulzar was the editor of “Science ki Duniya”, the only science magazine published in Urdu by the Government of India. 
• It was launched in 1975. He has also set up Urudu schools in India. 
• Gulzar was associated with freedom movements since 1930s.

Javed Akhtar has become the first Indian to receive the Richard Dawkins award.

United Nations Military Gender Advocate of the year award to India’s major Suman Gawani

On the eve of International Day of UN Peacekeepers that is being marked on May 29, Indian major Suman Gawani and Brazilian Naval Officer Carla Monteiro de Castro Araujo are to be presented with the United Nations Military Gender Advocate of the year 2019 award.

J.K. Rowling announces “The Ickabog”

On May 26, 2020, British author J.K. Rowling released first two chapters of her new Children’s book “The lckabog”. The story is to be published in installments on The Ickabog website for free before its official publication in November 2020. The Ickabog is her first children’s book since Harry Potter and the Deathly Hallows was published in 2007.

Indian American appointed as US representative to IBRD

On May 5, 2020, the US President Donald Trump had nominated Indian American Ashok Michael Pinto as the US representative to IBRD (International Bank of Reconstruction and Development).

• Mr Pinto replaced Erik Bethel. Mr Bethel resigned from the post. 
• Pinto was serving the Counselor to Under Secretary for International Affairs in the department of treasury of the US. 
• It is to be noted that Mr Pinto was a special assistant to President George W Bush.

India’s New representative of UN; India to become member of UNSC

The 1985 Indian Foreign Officer T S Trimurti is to succeed Syed Akbaruddin as the permanent representative of the United Nations. Mr Trimurti was serving as the Secretary to Economic relations. The appointment announcement was made by the External Affairs ministry.

Recently, announcement was made that India is to become a member of UNSC.

On April 30, the 67 old Bollywood actor died of Leukemia. He has won several awards including the National Film Award.

• Leukemia is a type of cancer that is present found in human blood and bone marrow. 
• It is caused due to the rapid production of white blood cells. 
• The white blood cells affected by Leukemia are unable to fight against infection.

• There are four types of Leukemia.

• Science has still not provided solution to prevent Leukemia as the cause of the disease is not yet known.
• Lymphocytic leukemia is abnormal growth of bone marrow cells.

• Myelogenous leukemia is caused due to abnormal growth of bone marrow cells that mature into red blood cells.

Retired IAS Officer Sanjay Kothari appointed as Central Vigilance Commissioner

On April 25, 2020, retired IAS officer Sanjay Kothari was sworn in as the Central Vigilance Commissioner (CVC) at Rashtrapati Bhavan. He was sworn in by President Ram Nath Kovind.

• Mr Kothari acted as the secretary to the President of India. 
• He was replaced by Mr Kapil Dev Tripathi on April 20, 2020. 
• Mr Tripathi is a 1980 batch IAS officer. He was appointed as CVC in February, 2020.

• Mr Sanjay Kothari was recommended by a high-level selection panel. 
• The panel was headed by Prime Minister. 
• The CVC is appointed by President based on the recommendation of the committee. 
• The committee consists of Leader of Opposition, Minister of Home Affairs.

Role of CVC

• The Central Vigilance Commissioner carries out corruption investigations against government officials. 
• However, such investigations can be carried out only after permission of the Government. 
• The CVC cannot direct the CBI officials to initiate inquiries. 
• The CVC does not have powers to register criminal cases, rather can deal only with vigilance and disciplinary cases.

శాన్‌ఫ్రాన్సిస్కోలో జుకర్‌బర్గ్‌ దంపతుల బయోహబ్‌

ఫేస్‌బుక్‌ వ్యవస్థాపకుడు మార్క్‌ జుకర్‌బర్గ్‌, ఆయన భార్య ప్రిస్టిల్లా చాన్‌ తమ ఆస్తిలో 9 శాతం సంపదను దానధర్మాల కోసమే ఖర్చు చేస్తామని ప్రకటించారు. అందులో భాగంగానే ఈ శతాబ్దం ముగిసే సరికి ఏ వ్యాధీ లేకుండా చేయాలన్న లక్ష్యంతో బయోహబ్‌ అనే పరిశోధన కేంద్రాన్ని స్థాపిస్తున్నట్లు అమెరికాలోని హోస్టన్‌లో ప్రకటించారు. దీని కోసం వచ్చే పదేళ్లలో దాదాపు రూ.21 వేల కోట్లు జుకర్‌బర్గ్‌ దంపతులు వెచ్చించనున్నారు. సుమారు రూ.4 వేల కోట్ల ఆరంభ వ్యయంతో శాన్‌ఫ్రాన్సిస్కోలో ఈ బయోహబ్‌ ఏర్పాటవుతుంది. స్థానికంగా 3  విశ్వవిద్యాయాలు ఈ కేంద్రంలో భాగం కాబోతున్నాయి. కొత్త పరిశోధన సాధనాలు రూపొందించడం, వ్యాధుల నిర్మూలనలో శాస్త్రీయంగా ముందడుగు వేయడానికి ఈ కేంద్రం పనిచేస్తుంది.

ఉగ్రవాదులు చెర నుంచి తెలుగు ప్రొఫెసర్లు విడుదల

లిబియా దేశంలో 14 నెలలుగా ఉగ్రవాదుల చెరలో చిక్కుకున్న ఇద్దరు తెలుగు ప్రొఫెసర్లు ఎట్టకేలకు 2016 సెప్టెంబర్‌లో విడుదలయ్యారు. 2015 జులై 29 నుంచి కిడ్నాపర్ల చెరలో బందీలుగా ఉన్నవారిని రక్షించినట్లు భారత విదేశాంగ మంత్రి సుష్మాస్వరాజ్‌ వెల్లడించారు . లిబియాలోని సిర్ట్‌ విశ్వవిద్యాయంలో అసిస్టెంట్‌ ప్రొఫెసర్లుగా పనిచేస్తున్న తిరువీధుల గోపీకృష్ణ (ఏపీ), చిలువేరు బరాం కిషన్‌ (తెలంగాణ) 2015 జులై 29న ట్రిపోలి నుంచి స్వదేశానికి వచ్చేందుకు విమానాశ్రయానికి కారులో వెళుతుండగా అపహరణకు గురయ్యారు. అప్పటి నుంచి వీరి విడుదల కోసం కేంద్రం పలు విధాలుగా లిబియా ప్రభుత్వంతో చర్చలు జరిపింది. మిస్రెట పట్టణంలో ఉన్న ఆరుగురు బందీలను అమెరికా సైనిక బలగాలు సురక్షితంగా విడిపించాయి. అందులో వీరిద్దరితోపాటు లిబియా, కొరియాకు చెందిన మరో నలుగురు ఉన్నారు.
