PM Vishwakarma : కేంద్ర కేబినేట్ ఆమోదించిన ‘పీఎం విశ్వకర్మ’ పథకం యొక్క ఉద్దేశం ఏమిటి?

  

• ప్రధానమంత్రి నరేంద్రమోదీ అధ్యక్షతన 2023 ఆగస్టు 16న జరిగిన ‘ఆర్థిక వ్యవహారాలపై కేబినెట్‌ కమిటీ’ సమావేశంలో పలు కీలక నిర్ణయాలు తీసుకున్నారు.
• రానున్న ఐదేళ్లలో అమలు చేయనున్న ‘పీఎం విశ్వకర్మ’ పథకానికి కేంద్ర మంత్రివర్గం ఆమోద ముద్ర వేసింది. ఈ పథకం కింద రూ.13,000 కోట్లు ఖర్చు చేస్తారు. దేశవ్యాప్తంగా 30 లక్షల కుటుంబాలకు లబ్ధి చేకూరనుంది.
• చేనేత కార్మికులు, స్వర్ణకారులు, వడ్రంగులు, లాండ్రీ కార్మికులు, క్షురకులు, కుమ్మరులు, శిల్ప కళాకారులు, రాళ్లు కొట్టేవారు, తాపీ మేస్త్రీలు, బుట్టలు అల్లేవారు, చీపుర్లు తయారుచేసేవారు, తాళాలు తయారుచేసేవారు, బొమ్మల తయారీదారులు, పూలదండలు తయారుచేసేవారు, మత్స్యకారులు, దర్జీలు, చేపల వలలు అల్లేవారు తదితర సంప్రదాయ వృత్తుల్లో ఉన్నవారికి ప్రయోజనం కల్పించాలని నిర్ణయించారు. పీఎం విశ్వకర్మ పథకాన్ని ప్రధాని మోదీ స్వాతంత్య్ర దినోత్సవ ప్రసంగంలో ప్రకటించారు. 
• విశ్వకర్మ జయంతి సందర్భంగా సెప్టెంబర్‌ 17న ఈ పథకాన్ని ప్రారంభిస్తామని ఆయన తెలిపారు. ఈ పథకం కింద అర్హులైన వారికి ‘పీఎం విశ్వకర్మ సర్టిఫికెట్‌, గుర్తింపు కార్డు’ అందజేస్తారు. రూ.2 లక్షల దాకా రుణ సదుపాయం కల్పిస్తారు. వడ్డీ రేటు 5 శాతం చెల్లించాల్సి ఉంటుంది. లబ్దిదారులకు నైపుణ్య శిక్షణ ఇవ్వడంతోపాటు ఇతర ప్రోత్సాహకాలు అందజేస్తారు. మార్కెటింగ్‌ మద్దతు సై తం ఉంటుంది. అంటే ఉత్పత్తులను విక్రయించుకోవడానికి ప్రభుత్వం సహకరిస్తుంది.   

శిక్షణ కాలంలో రోజుకి రూ.500 స్టైపెండ్‌ 

• పీఎం విశ్వకర్మ పథకంలో బేసిక్‌, అడ్వాన్స్‌డ్‌ అనే రెండు రకాల నైపుణ్య శిక్షణ కార్యక్రమాలు ఉంటాయని కేంద్ర మంత్రి అశ్వినీ వైష్ణవ్‌ చెప్పారు. లబ్దిదారులకు  శిక్షణ కాలంలో రోజుకి రూ.500 చొప్పున స్టైపెండ్‌ ఇవ్వనున్నట్లు తెలిపారు. అలాగే ఆధునిక యంత్రాలు, పరికరాలు కొనుక్కోవడానికి రూ.15,000 వరకూ ఆర్థిక సాయం  అందజేయనున్నట్లు వెల్లడిరచారు. మొదటి ఏడాది 5 లక్షల కుటుంబాలకు ప్రయోజనం చేకూరుస్తామని పేర్కొన్నారు. వచ్చే ఐదేళ్లలో మొత్తం 30 లక్షల కుటుంబాలు లబ్ధి పొందుతాయని వివరించారు. గురు-శిష్య పరంపరను, కుటుంబ ఆధారిత సంప్రదాయ నైపుణ్యాలను బలోపేతం చేయడమే పథకం ఉద్దేశమని స్పష్టం చేశారు. తొలుత 18 రకాల సంప్రదాయ నైపుణ్యాలకు పథకాన్ని వర్తింపజేస్తామని అన్నారు.   

What is the purpose of the 'PM Vishwakarma' scheme approved by the Union Cabinet?

• Several key decisions were taken in the 'Cabinet Committee on Economic Affairs' meeting held on August 16, 2023 under the chairmanship of Prime Minister Narendra Modi.
• The Union Cabinet has given its seal of approval to the 'PM Vishwakarma' scheme to be implemented in the next five years. 13,000 crores will be spent under this scheme. 30 lakh families will be benefited across the country.
• Benefit to those in traditional occupations such as weavers, goldsmiths, carpenters, laundry workers, barbers, potters, sculptors, stone masons, masons, basket weavers, broom makers, locksmiths, toy makers, garland makers, fishermen, tailors, fish net weavers etc. Decided to provide. PM Vishwakarma Scheme was announced by Prime Minister Modi in his Independence Day speech.
• He said that the scheme will be launched on September 17 on the occasion of Vishwakarma Jayanti. Under this scheme, 'PM Vishwakarma Certificate and Identity Card' will be given to those who are eligible. Loan facility up to Rs.2 lakhs will be provided. The interest rate is 5 percent. Beneficiaries are given skill training and other incentives. Marketing support is also available. It means that the government helps to sell the products.

A stipend of Rs.500 per day during the training period

• Union Minister Ashwini Vaishnav said that the PM Vishwakarma scheme will have two types of skill training programs namely basic and advanced. He said that the beneficiaries will be given a stipend of Rs.500 per day during the training period. Also, financial assistance up to Rs. 15,000 will be provided for purchasing modern machinery and equipment. It is said that 5 lakh families will be benefited in the first year. It was explained that in the next five years, a total of 30 lakh families will be benefited. He clarified that the scheme aims to strengthen the Guru-disciple lineage and family-based traditional skills. He said that the scheme will be applied to 18 types of traditional skills first.
