SIM cards : సిమ్‌ కార్డు డీలర్లకు ఏ శాఖ ధ్రువీకరణ తప్పనిసరి చేస్తూ కేంద్రప్రభుత్వం నిర్ణయం తీసుకుంది?

• డిజిటల్‌ మోసాలు ఎక్కువవుతున్న నేపథ్యంలో, సిమ్‌ కార్డులు విక్రయించే డీలర్లకు పోలీసు ధ్రువీకరణ తప్పనిసరి చేస్తూ కేంద్రప్రభుత్వం నిర్ణయం తీసుకుంది. 
• ఒకేసారి భారీమొత్తం (బల్క్‌)లో  సిమ్‌ కార్డులను జారీ చేసే పద్ధతిని తొలగించింది. బల్క్‌ కనెక్షన్ల స్థానంలో బిజినెస్‌ కనెక్షన్ల వ్యవస్థను పరిచయం చేస్తున్నట్లు ప్రకటించింది. 
• ఒక సంస్థకు అధికంగా కనెక్షన్లు ఇచ్చినా, వాటి వివరాల్లో  ఆయా సంస్థల కేవైసీతో పాటు వ్యక్తిగత కేవైసీ (మీ ఖాతాదారు గురించి తెలుసుకోండి)నీ తప్పనిసరి  చేసింది. 
• సైబర్‌ నేరాలు, మోసపూరిత ఫోన్‌కాల్స్‌కు.. సరైన వివరాలు లేకుండా జారీ అవుతున్న సిమ్‌కార్డులే మూలం కనుక.. వాటికి అడ్డుకట్ట వేసేందుకే కేంద్రం ఈ కీలక నిర్ణయం తీసుకున్నట్లు కేంద్ర టెలికాం మంత్రి అశ్వినీ వైష్ణవ్‌ 2023 ఆగస్టు 17న వెల్లడిరచారు. సిమ్‌కార్డు డీలర్ల ధ్రువీకరణను సంబంధిత లైసెన్సీ లేదా టెలికాం నెట్‌వర్క్‌ సంస్థ అందించాల్సి ఉంటుందన్నారు. సిమ్‌ డీలర్లు ఎవరైనా నిబంధనలు ఉల్లంఘిస్తే రూ.10 లక్షల జరిమానా విధిస్తారని తెలిపారు.

52 లక్షల కనెక్షన్ల రద్దు

• ఈ ఏడాది మే నుంచి సరైన వివరాలు లేని 52 లక్షల మొబైల్‌ కనెక్షన్లను ప్రభుత్వం రద్దు చేసిందని మంత్రి వెల్లడిరచారు. 67,000 మంది సిమ్‌ కార్డు డీలర్లను బ్లాక్‌లిస్ట్‌లో పెట్టామని, 300 మందిపై ఎఫ్‌ఐఆర్‌లు నమోదు చేసినట్లు తెలిపారు. 
• మోసపూరిత కార్యకలాపాలకు పాల్పడుతున్న 66,000 వాట్సప్‌ ఖాతాలను బ్లాక్‌ చేసినట్లు పేర్కొన్నారు. దేశంలో సుమారు 10 లక్షల మంది సిమ్‌ డీలర్లు ఉన్నారని, పోలీసు ధ్రువీకరణ పొందేందుకు వారికి తగినంత సమయం ఇస్తామని స్పష్టం చేశారు.
• అక్టోబరు 1 నుంచి కొత్త నిబంధనలు అమల్లోకి వస్తాయని, పోలీసు ధ్రువీకరణ కోసం డీలర్లకు 6 నెలల సమయం ఇస్తామని వివరించారు.

Central government has taken a decision making verification of which department mandatory for sim card dealers?

• In the wake of increasing digital frauds, the central government has decided to make police verification mandatory for dealers selling SIM cards.
• It has done away with the practice of issuing SIM cards in bulk at a time. It has announced that it will introduce a system of business connections in place of bulk connections.
• Even if an organization is given too many connections, it has made personal KYC (Know Your Client) mandatory along with KYC of the respective organizations in their details.
• Central Telecom Minister Ashwini Vaishnav revealed on August 17, 2023 that the Center has taken this important decision to curb cyber crimes and fraudulent phone calls. The concerned licensee or telecom network company should provide verification of SIM card dealers. If any SIM dealers violate the rules, they will be fined Rs 10 lakh, he said.

Termination of 52 lakh connections

• The minister revealed that since May this year, the government has canceled 52 lakh mobile connections without correct details. He said that 67,000 SIM card dealers have been blacklisted and FIRs have been registered against 300 people.
• It is claimed that 66,000 WhatsApp accounts involved in fraudulent activities have been blocked. He clarified that there are about 10 lakh SIM dealers in the country and they will be given enough time to get police verification.
• It was explained that the new rules will come into effect from October 1 and dealers will be given 6 months for police verification.
